Social enterprise development is one of the key elements of social inclusion policy produced by the government. Social enterprise are operated on the same basis as a normal commercial business.

The objective is to make a profit. However, the main difference between a commercial company and a social enterprise is that the latter are formed to not only make profit but fulfil social obligations such as generating employment and training for disadvantaged groups.
